ASEAN and Hong Kong sign protocol to open investment markets

ASEAN and Hong Kong have signed a protocol to amend the ASEAN-Hong Kong, China Investment Agreement (AHKIA), aimed at opening investment markets and strengthening regional supply chain connectivity. The signing took place during the 10th ASEAN-Hong Kong Economic Ministers' Meeting (AEM-HKC) on September 20, 2026, in Manila, Philippines.

Thailand, acting as the coordinator for the agreement, successfully facilitated the negotiations. The protocol focuses on attracting high-quality investment in sectors where Hong Kong holds significant potential, such as automotive manufacturing, automotive parts, and printed circuit boards. This move is intended to enhance the competitiveness of Thai industries and integrate them more deeply into regional supply chains.

Additionally, the agreement seeks to expand opportunities for Thai investors to enter the Hong Kong market in sectors where Thailand possesses strengths, providing a gateway to the broader Chinese market via the Belt and Road Initiative (BRI). Thai officials stated that the new commitments align with existing domestic laws and do not infringe upon the state's regulatory or policy-making rights.
