ASEAN leaders meet in Hanoi to boost cooperation against criminal fugitives

ASEAN law enforcement leaders gathered in Hanoi on September 30, 2026, for a high-level conference focused on combating criminal fugitives and enhancing regional cooperation. Organized by Vietnam's Ministry of Public Security, the summit brought together ministers and security officials from across the region, including representatives from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.

Participants issued a joint declaration to strengthen dialogue and coordination against rising transnational crimes. Key concerns highlighted include drug trafficking, human trafficking, terrorism, and sophisticated cyber-enabled scams. Leaders noted that criminals are increasingly using advanced technology and sophisticated identities to evade detection and hide within ASEAN territories.

To address these challenges, Vietnam's Prime Minister Le Minh Hung emphasized the need for stronger legal frameworks. This includes increasing bilateral extradition and prisoner transfer agreements and accelerating the completion of the ASEAN Extradition Agreement, which is slated for finalization in the Philippines in November 2025. The conference aimed to establish ASEAN as a model for combating transnational crime through improved information sharing and coordinated pursuit of fugitives.
