Mexican states face audit findings regarding public fund mismanagement

Multiple Mexican states are facing significant financial observations following audits of the 2025 Public Accounts. In Hidalgo, the State Auditor (ASEH) reported observations totaling over 157 million pesos, primarily affecting municipalities and decentralized agencies.

In Veracruz, the Federal Auditor (ASF) identified irregularities of approximately 48.6 million pesos in the educational payroll. These findings include payments made to deceased workers, employees on unpaid leave, and staff with geographically incompatible work locations. Additionally, the Veracruz Health Services (Sesver) were flagged for using 86.9 million pesos of 2025 federal funds to cover 2024 payroll costs without proper authorization.

In Puebla, the ASF detected observations of approximately 43 million pesos across three federal funds, representing 0.08 percent of the audited resources. In Tamaulipas, the ASF identified 9.8 million pesos in educational payroll payments made to 63 deceased workers, though much of this was later substantiated by the state.

In Campeche, the ASF reported 63.7 million pesos in returned funds and observations, particularly within the health and education sectors. Meanwhile, in Yucatán, the State Auditor (ASEY) identified potential damages to the treasury amounting to 140.02 million pesos, largely involving municipal entities, and launched a new digital citizen complaint system.
