Ashwin Adhin calls for concrete legal proposals to improve Civil Code
Ashwin Adhin, Chairman of the National Assembly of Suriname, has urged legal professionals to provide concrete proposals to address bottlenecks in the New Civil Code and related legislation. Speaking at the opening of the evaluation congress on October 24, Adhin emphasized the need to identify practical issues arising from the new laws, which are scheduled for implementation on May 1, 2025.
A committee established by the Court of Justice and the Surinamese Bar Association has categorized potential issues into four areas: interpretation of legal provisions, implementation problems, legal gaps, and unintended consequences for other laws. Adhin noted that not every issue requires a formal legislative change, as some may be resolved through procedural adjustments, such as the new Civil Procedure Regulations.
For issues necessitating legislative amendments, Adhin requested that recommendations include specific legal provisions, descriptions of the problems, legal consequences, and, where possible, draft text for the proposed changes. These submissions will be reviewed by the Legal Support department to prepare potential amendments for parliamentary consideration.
