Asia Commercial Bank to charge fees for certain failed international debit card transactions from Aug 2026

Asia Commercial Bank (ACB) announced that starting in August 2026 it will levy a fee of VND 5,500 (including VAT) for each unsuccessful international debit card transaction that meets all three conditions: the transaction occurs at digital advertising or service platforms such as Google or TikTok, the card’s total monthly spend is under VND 3 million, and the same card has at least 30 rejected transactions in that month. The fee applies to both personal and corporate international debit cards.

ACB said the change aims to encourage customers to keep sufficient funds, stay within limits and avoid repeated failed attempts, thereby maintaining service quality.
