Viorel Pașca's Dumbrava Association Appeals One‑Million‑Lei Fine from Bihor Labor Inspectorate

The Dumbrava Association, led by Viorel Pașca, has lodged both administrative and civil appeals against a one‑million‑lei fine imposed by the Inspectorate for Territorial Labour (ITM) in Bihor. The penalty was issued during DIICOT raids on 30 June and was based on alleged employment of 36 people without contracts, each fined at 40 000 lei. The association argues that more than half of the listed workers were not present at the inspected sites or were identified only by first names, contending that the inspection was flawed. It seeks the cancellation of the fine, the revocation of the control report, and a reduction of the sanction to a warning. The ITM justified the fine by citing legal limits that capped the total at one million lei, despite the calculated amount of 1.44 million lei, and has forwarded the case to criminal investigators for alleged illegal employment.
