Association of Rural Municipalities opposes term limits for Polish local leaders

The Association of Rural Municipalities in Poland (Związek Gmin Wiejskich RP) has officially opposed the introduction of statutory term limits for local leaders, including mayors and city presidents. The organization argues that the decision to re-elect a leader should rest solely with the residents through the electoral process.

Data analyzing five election cycles between 2006 and 2024 indicates that leadership changes occurred in 87 percent of municipalities during that period. In the 2024 elections specifically, 39 percent of local leaders were replaced, while only 13 percent of municipalities maintained the same individual in office across five consecutive election cycles.
