Association of Youth with Disabilities Montenegro presents 25 demands

The Association of Youth with Disabilities of Montenegro (UMHCG) has submitted 25 formal demands to relevant authorities to improve the rights and living conditions of persons with disabilities. The submission marks the organization's 25th anniversary and follows a conference held in Podgorica titled ‘25 Years: 25 Shifting Boundaries’.

The demands call for legislative and policy changes to align Montenegrin institutions with a human rights-based model of disability. Key requests include the adoption of laws regarding the representativeness of disability organizations and the use of sign language, reforms to the legal capacity system, and the removal of discriminatory practices.

Additional focus areas include ensuring inclusive education, equal access to justice, and the right to independent living. The organization also emphasized the need for sustainable funding for professional rehabilitation, employment support, and inclusive allowances that meet the actual needs of persons with disabilities and their families. UMHCG stated that rights such as accessibility and protection from violence should not depend on individual goodwill or temporary projects, but on consistent institutional action.
