Spain's ICO launches €12.150 billion housing fund to boost affordable rentals
The Instituto de Crédito Oficial (ICO) will activate in September the first financial instrument of the sovereign fund Spain Crece, with a total capacity of €12.150 billion. The Council General of the ICO approved the fund’s investment strategy, allowing the instrument to be offered in three modalities: loans for the construction of new rental housing, long‑term financing for the tenancy phase, and an integrated option that combines both stages.
Loans may be granted for up to 35 years to promoters who also act as long‑term investors. Up to about 30 % of the nominal value can be provided as a non‑reimbursable tranche, linked to the economic viability of each project. Of the total amount, €6.150 billion is earmarked for the promotion phase and €6.000 billion for the tenancy phase. The programme aims to lower construction costs, attract private capital and comply with EU green‑labeling criteria. The fund is expected to mobilise up to €13.787 billion and draw roughly €23 billion of private investment.
