Asunción considers electronic traffic enforcement via photo fines

The Municipality of Asunción is considering the implementation of a "photo fine" system to strengthen traffic control in the capital. Traffic Director Vicente Capello stated that electronic monitoring is already permitted under municipal ordinances and national legislation.

Capello noted that while previous administrations attempted to introduce electronic controls, those efforts were never completed. The proposed technological measures are intended to supplement a driver penalty point system, where points are deducted for various infractions. The goal is to remove habitual offenders from the roads and restore a sense of state authority and effective surveillance, which Capello suggested has weakened since pandemic-era controls were eased.

Because the municipality lacks a large force of inspectors to provide permanent coverage, officials argue that technology is the most viable way to mitigate incorrect driving behaviors. The implementation remains subject to necessary administrative processes and specific regulations.
