Asunción Council approves high-rise building exceptions

The Asunción Municipal Council has approved urban exceptionality for two multi-family building projects, allowing for a 40% increase in buildable area. The first project consists of an 11-story tower with a rooftop pool, intended for multi-family housing and an aparthotel. The second project involves an 18-story tower with two basements, designed for multi-family housing and commercial use.

The decision has faced criticism from several council members, including Pablo Callizo, Paulina Serrano, Rosanna Rolón, and Álvaro Grau, who opposed the second project. Concerns were raised regarding the potential strain on local services and the lack of specific requirements for projects benefiting from these exceptions. Councilman Callizo noted that such exceptionality has become a recurring occurrence rather than an anomaly, arguing that approvals should be strictly based on technical, urbanistic, and road-related criteria.
