ATS to issue notices for improper 2021 health ticket exemptions

The Agenzia di Tutela della Salute (ATS) has announced that assessment notices regarding improper use of health ticket exemptions in 2021 will be issued in the coming days in the Lecco and Brianza provinces. The notices target specific exemption codes related to income, unemployment, and social pensions, including E01, E02, E03, E04, E05, E12, and E14.

Notifications will be delivered exclusively via registered mail (raccomandata verde) with acknowledgment of receipt. Authorities have warned citizens to disregard any emails or SMS messages requesting payments via unofficial links, as digital channels will not be used for these legal notices.

Under Regional Law number 20 of December 30, 2025, citizens who receive a notice during 2026 have until April 30, 2027, to regularize their position. If paid by this deadline, individuals must pay the owed ticket, legal interest, and procedural costs, but they will be exempt from the administrative pecuniary sanction. Those wishing to contest the assessment may submit defensive memorandums within 30 days of receiving the notice.
