Attila Cseke clarifies administrative incompatibility rules in Romania

Romanian Minister of Development, Attila Cseke, has issued clarifications regarding potential incompatibilities for local and county councilors who also hold contractual positions in public institutions. This follows the implementation of Law no. 165/2026, which modifies the Administrative Code. The new regulations, part of the PNRR package, could lead to the suspension of individual contracts if councilors do not relinquish conflicting roles.

Cseke specified that teachers and doctors are not categorized as contractual personnel subject to the provisions of Article 550 (paragraph 6) of the Administrative Code. The National Integrity Agency has reportedly provided its agreement regarding these clarifications.

In a separate activity, Minister Cseke inaugurated a new 40-capacity nursery in Tismana, Gorj County, under the ‘Sfânta Ana’ national program. The facility is designed to be energy-independent through the use of photovoltaic panels. During the visit, the Minister also stayed at the Tismana Monastery, which is currently undergoing restoration works.
