New Zealand to retain Clean Vehicle Standard for imports

The New Zealand Government has confirmed it will retain the Clean Vehicle Standard for both new and used vehicle imports following a first-principles review. The decision aims to maintain a cost-effective method for increasing the availability of lower-emissions vehicles while addressing previous issues where settings did not align with market conditions.

Transport Minister Chris Bishop noted that in 2025, many importers struggled to meet passenger vehicle targets, which threatened to increase consumer prices and reduce choice. To address this, the government will recalibrate the standard to ensure settings are realistic and achievable for the industry. New targets and settings are scheduled to take effect on January 1, 2028.

A key component of the updated approach is the implementation of different targets for used vehicle imports to account for their older technology. The Motor Industry Association (MIA) welcomed the decision, stating it is a step toward a more durable emissions framework that reflects the realities of the New Zealand market.
