Audit reveals irregularities at Croatian Radio and Television (HRT)

The State Audit Office has issued a qualified opinion regarding the business compliance of Croatian Radio and Television (HRT) for 2024. Following an audit, 25 orders and recommendations were issued to correct various irregularities and omissions.

Key findings include the failure to appoint a person responsible for monitoring business compliance with regulations. The audit also noted significant delays in processing travel expenses; out of 13,587 official travel orders opened in 2024, some expense settlements were processed up to a year after the travel occurred, violating the required seven-day window.

Additionally, the audit identified a lack of long-term strategic planning, noting that a three-year business plan had not been adopted. Other issues included the absence of an annual employment plan for 2024, despite 53 employees being hired through 60 public competitions, and structural uncertainties regarding the organization and staffing of foreign correspondents.
