Auditor general reports in Montreal and Gatineau have highlighted significant administrative and operational deficiencies within their respective municipal governments.

In Montreal, Andrée Cossette’s final annual report identifies gaps in civil security management, noting that the city lacks a sufficiently structured framework to proactively protect the population and infrastructure. The report also points to weaknesses in residual materials management and failures in effectively updating the property assessment roll following construction or renovation work.

In Gatineau, Johanne Beausoleil’s tenth and final report criticizes the governance of major infrastructure projects, including the Lucy-Faris library and the Gatineau Police Service headquarters. The audit suggests that inadequate oversight regarding quality, timelines, and costs could lead to savings of 10% to 30% through better value analysis. Beausoleil noted that elected officials often lack complete information to make informed decisions, increasing the risk of budget overruns and project delays.
