August Hanning, the former president of Germany’s Federal Intelligence Service (BND) from 1998 to 2005, has been arrested on suspicion of treason, espionage, and obtaining state secrets. German federal prosecutors allege that Hanning engaged in intelligence-agent activity and attempted treason.

Investigators believe Hanning worked in coordination with Manfred D., his former office manager, to obtain classified information. According to prosecutors, the two men allegedly entered into an agreement in 2010 where Manfred D. would provide Hanning with sensitive intelligence in exchange for payment. It is estimated that Manfred D. provided approximately 2,000 classified documents to Hanning through June 2022. These documents reportedly included highly sensitive intelligence briefings intended for the German Chancellery, as well as information regarding the Iranian nuclear program and the Russian military.

Hanning is suspected of using this material to support his private security consulting business and to prepare intelligence analyses for a foreign intelligence service. While German authorities have not officially named the foreign state, reports from Der Spiegel suggest the involvement of Azerbaijani intelligence. Hanning’s legal counsel has denied the allegations of passing information to foreign entities, though they acknowledged his possession of confidential documents. The investigation, which was reportedly triggered by findings in a separate case involving entrepreneur Christina Block, has prompted calls from German politicians for stricter regulations regarding former high-ranking security officials.
