Australia invests billions in rail infrastructure and freight incentives

The Australian Government is implementing significant investments and incentive programs to modernize and expand the nation’s rail network. As part of the May 2026 Federal Budget, a $1.75 billion commitment has been made through the Network Investment Program (NIP) Horizon 2. When combined with NIP 1.0, the total commitment to national rail upgrades reaches $2.8 billion. This funding aims to strengthen the 9,600-kilometre interstate rail network, with a strategic focus on digital connectivity, operational integration, and national interoperability.

To complement infrastructure upgrades, the government has launched the $26 million Transport Resilience and Capacity Kickstart (TRACK) program. This incentive round is designed to encourage a modal shift by rewarding rail operators that move additional containerized freight from road to rail. Eligible operators can seek up to $10 million for movements occurring between July 2026 and June 2027. Additionally, the government has refreshed its Freight Industry Reference Panel, establishing specialized subcommittees for rail, heavy vehicles, and ports to better inform national freight policy.
