Central to the reforms is the creation of a wagering advertising opt-out register, which will allow Australians to block online gambling advertisements through a single platform. This register will be funded by a new levy on wagering service providers and overseen by the Australian Communications and Media Authority. The legislation also introduces new marketing restrictions, including a 14-day wait period before companies can offer inducements to new account holders and a 90-day wait period for individuals using the BetStop self-exclusion platform.

The deal was reached in exchange for Coalition support for National Disability Insurance Scheme (NDIS) reforms and addressing the widow's tax. While government ministers have described the package as the most significant reform in Australia's history, it has faced intense criticism from advocates, crossbenchers, and some Coalition MPs. Critics argue the measures fall far short of the recommendations made in the late MP Peta Murphy’s 2023 report, which had called for a total ban on gambling advertising and inducements.
