Australia's Heavy Vehicle National Law reforms begin on August 1
Australia’s Heavy Vehicle National Law (HVNL) was amended and came into force on August 1, introducing a risk‑based, outcome‑focused regulatory framework for heavy‑vehicle operators. The changes include updated regulations, new statutory standards, revised accreditation guidelines, safety management system standards and alternative compliance rules for work and rest hours.
The National Heavy Vehicle Regulator (NHVR) led a large implementation program, producing hundreds of resources, tools and training events, and delivering more than 60 information sessions and webinars to support industry transition. NHVR CEO Nicole Rosie described the reforms as the most significant overhaul since the HVNL’s introduction in 2012, shifting the system from compliance‑focused to proactive risk management. NHVR director of strategic policy Paul Daly highlighted the extensive engagement with operators, drivers, supply‑chain partners and governments across Australia.
