Austria announces ÖBB structural reform and price caps

The Austrian government coalition, consisting of the ÖVP, SPÖ, and NEOS, has reached an agreement on a major structural reform of the Austrian Federal Railways (ÖBB), set to take effect on January 1, 2027. This marks the first significant restructuring of the organization in 23 years.

Under the plan, ÖBB passenger transport and Rail Cargo Austria will be converted from stock corporations (AG) into limited liability companies (GmbH). This change will grant the ÖBB Holding AG direct management rights. Additionally, the holding's executive board will expand from two members to three with the addition of a Chief Operating Officer (COO) to oversee production. The reform aims to streamline decision-making and is expected to generate annual savings of approximately 80 million euros, potentially reaching 250 million euros by the end of the 2029 legislative period.

In conjunction with the rail reform, the government has agreed to cap price increases for the Klimaticket and highway vignettes. Instead of the 3.6 percent increase projected by the consumer price index, rates will only rise by 2 percent.
