Austria proposes major social assistance and integration reform
The Austrian government has unveiled a comprehensive reform of its social assistance system, titled ‘Sozialhilfe Neu’, which is scheduled to take effect on January 1, 2027. The proposal introduces a paradigm shift by linking social benefits to mandatory integration requirements, including German language proficiency, participation in societal values courses, and labor market engagement.
Under the new rules, able-bodied recipients will no longer automatically receive full benefits. Austrian citizens will initially receive a base amount of 1,016 euros, while those with recognized asylum status will receive 861 euros. Full benefits can only be accessed after completing a four-month integration phase. Failure to comply with integration obligations or job search requirements may result in a 25 percent reduction or the total withdrawal of assistance.
The reform also introduces standardized minimum and maximum rates for child benefits across federal states, with the first child receiving 307.47 euros monthly. To monitor integration progress, the government plans to implement a digital integration map modeled after a Danish system to identify issues at the neighborhood level.
Chancellor Christian Stocker defended the plan, stating it is expected to save or generate over 200 million euros annually for the budget. However, the proposal has faced criticism from NGOs and the Green Party, who warn it could exacerbate poverty, particularly for large families and those facing high housing costs.
