Austria: Debate intensifies over citizenship by birthright initiative

A new political initiative in Austria is calling for the implementation of a conditional principle of birthright citizenship. Led by political scientist Rainer Bauböck and Gerd Valchars, the campaign titled ‘Ein Pass, der passt’ (A passport that fits) proposes that children born in Austria should automatically receive citizenship if their parents have lived legally in the country for several years.

The initiative is supported by figures including former Chancellor Franz Vranitzky and former EU Commissioner Franz Fischler. Proponents argue that with 1.9 million non-citizens currently residing in Austria—including 300,000 born in the country—the current system creates a growing democratic deficit by leaving a large portion of the population without voting rights.

The Austrian People's Party (ÖVP) has firmly rejected the proposal. ÖVP Secretary General Markus Gstöttner stated that citizenship should be the result of a successful integration process rather than an automatic right based on place of birth. He defended Austria’s strict naturalization laws, arguing that citizenship is a high value that must be protected and that rights must be accompanied by equal duties.
