Austria announces drought aid and 2040 climate neutrality goal

The Austrian government has reached an agreement to provide 240 million euros in aid to farmers following a historic drought. The past 12 months have been the driest since record-keeping began in 1850, causing agricultural damages exceeding one billion euros. The relief package includes a 140 million euro waiver on social security contributions, interest subsidies for operating loans, and increased public premium subsidies for drought insurance, which are set to rise to 65% by 2027.

Alongside the drought relief, the coalition government announced plans to enshrine a target of climate neutrality by 2040 into law. A detailed climate roadmap is expected to be presented by the end of next year.

The measures have sparked significant political debate. The Green Party criticized the climate law for lacking binding sanctions and consequences for failing to meet targets. Meanwhile, the FPÖ has labeled the drought aid a “fake package,” arguing that the social security relief is effectively being recouped from farmers through reduced future federal subsidies. The SPÖ and NEOS have supported the climate legislation, viewing it as a milestone, despite disagreements between coalition partners regarding specific implementation details.
