The development, which includes a Lidl supermarket and a refrigerated logistics center, is set to be built on land that once comprised the Hirtenberg subcamp of the Mauthausen concentration camp.

Between September 1944 and April 1945, the Hirtenberg site held approximately 400 women, primarily from the Soviet Union, as well as prisoners from Italy and Poland. These women were forced to manufacture infantry munitions at a nearby factory. While some factory ruins remain, most camp structures were destroyed after the war.

Local activists and historians have expressed outrage, arguing that the economic development sacrifices historical memory. Historian Bertrand Perz noted that female prisoners in the Mauthausen system have often been marginalized in remembrance culture. The project has also drawn international criticism, with the Russian Foreign Ministry condemning the move as an attempt to 'pave over' the memory of the victims. Despite archaeological evidence of the camp, the Austrian Federal Monuments Office determined the remains were insufficient for full monument protection.
