Austria housing market faces shortages and development shifts

The Austrian housing market is facing significant challenges, particularly regarding affordable living spaces. In Vienna, projections suggest a substantial shortfall in planned residential units. Michael Pisecky, spokesperson for the Chamber of Commerce Vienna's real estate group, estimates that only 8,000 of the 12,600 units planned for 2026 may be completed, leaving a deficit of at least 4,000 apartments.

Several factors are contributing to this shortage, including rising interest rates, increased costs, regulatory hurdles, and a lack of planning security. The construction sector has seen a decline for four consecutive years, with a 5.9 percent decrease noted in 2024. Economic forecasts suggest construction investments may not see growth until 2027.

In contrast, the city of Villach is implementing measures to expand student housing. Through a collaboration involving the city, Carinthia state, and CU Carinthia University of Applied Sciences, approximately 100 new student beds are being created. This includes the renovation of the former Hotel Europa to provide 34 student accommodations and 34 subsidized rental apartments, alongside a new 40-bed facility in Gerbergasse.
