Austria media funding reform faces constitutional challenges

Proposed reforms to media funding by Austrian Media Minister Andreas Babler are facing significant opposition from several federal states. Four state governments have already expressed concerns regarding the restructuring plan.

In Carinthia, officials have raised constitutional questions, arguing that the plan to provide support only to subscription-based daily and weekly newspapers—while excluding free newspapers—may violate the principle of equality and the fundamental rights to freedom of expression and media freedom.

Other states, including Lower Austria, Burgenland, and Styria, have also voiced criticism. Lower Austria is emphasizing the need for fair competition and a broad regional media landscape, while Burgenland officials argue that excluding free print media could weaken local public opinion formation. Styria has expressed concerns regarding potential competitive disadvantages.
