Austria reports high part-time rates among teachers under new service law

Data from the Austrian Ministry of Education reveals a high prevalence of part-time employment among teachers subject to the new service law. At academic secondary schools (AHS) and vocational middle and higher secondary schools (BMHS), the part-time rate reaches 56 percent, exceeding 60 percent at AHS specifically. In contrast, the part-time rate at compulsory schools is 40 percent.

Under the old service law, part-time employment for both AHS/BMHS and compulsory schools remained at approximately one-third. The Ministry attributes the higher part-time usage in the new law to legal entitlements related to parenthood, noting that teachers under the new regulations tend to be younger and in the typical age for starting families.

Contractual stability also varies by regulation. Approximately 20 percent of all teachers are on fixed-term contracts. However, among AHS and BMHS teachers under the new service law, fixed-term contracts are more prevalent than permanent ones, as many new teachers are hired on a temporary basis before transitioning to permanent status.
