Austria Tightens Traffic Rules and Raises Fines

Austria's parliament approved a revision of the Road Traffic Act that introduces stricter rules for electric two‑wheelers. From 1 May 2026 helmets will be mandatory for riders up to 14 years on e‑bikes and up to 16 years on e‑scooters. E‑mopeds are reclassified as motor vehicles, barred from bike paths and required to have a licence, insurance and licence plate, with a speed limit of 45 km/h. Additional provisions, such as a universal fall‑helmet requirement, take effect in October 2026.

A separate amendment creates a nationwide, uniform traffic‑offence catalogue effective 1 January 2027. Fines for common violations are roughly doubled – e.g., a 10 km/h speed excess will cost €60 instead of €30, illegal parking €60, and failing to stop fully at a stop sign €70. The ÖAMTC welcomes the harmonisation but criticises the steep price hikes, while the transport ministry says the rates align with the highest existing state penalties.
