Austria wage negotiations spark debate over Benya formula
Wage negotiations in Austria’s retail sector have ignited a debate regarding the country’s collective bargaining methods. Holger Bonin, head of the Institute for Economic Research (IHS), has proposed moving away from uniform wage increases across all sectors. He argues that different industries face vastly different economic realities, noting that while export-oriented industrial sectors benefit from rising global trade, the retail sector is struggling due to the expansion of online shopping.
Bonin suggested a modification to the Benya formula, a method used since the 1970s to determine wage increases based on inflation and productivity growth. He criticized the current approach for being too backward-looking and failing to account for sector-specific productivity trends. In the retail sector, workers are currently demanding a 3.8 percent wage increase, a figure Bonin suggests may be at the upper limit of what some businesses can afford.
Helene Schuberth, Federal Director of the Austrian Trade Union Federation (ÖGB), rejected these criticisms. She argued that the Benya formula ensures employees receive a fair share of prosperity and that attacking it is an attack on workers' purchasing power. Schuberth maintained that collective agreements already account for specific industry conditions and warned that suppressing wages could weaken private consumption during a period of economic weakness.
