Austrian biogas producers await legislation for facility upgrades

Biogas producers in Styria, Austria, are facing significant pressure as they await the necessary legal framework to begin essential facility upgrades. Fifteen producers in the region are particularly affected by the lack of legislation required to meet upcoming mandates.

Starting in 2027, injecting biogas into the gas grid will become mandatory, necessitating substantial investments. To ensure these transitions occur on time, industry representatives argue that new laws must be passed during the final National Council session before Christmas. Without these regulations, the transition period ending at the close of this year could jeopardize national climate goals.

Hannes Hauptmann, spokesperson for biogas plant operators, has called for a target of at least three terawatt-hours of biogas by 2030, noting that the current 2021 Renewable Expansion Act target of 6.5 terawatt-hours is insufficient for economic viability. To meet national climate objectives, Austria must cover approximately ten percent of its gas demand with biogas by 2030.

A study commissioned by the Ministry of Economic Affairs supports large-scale expansion, suggesting it could create 3,200 full-time equivalent jobs annually. The study also highlights a 99 percent domestic value-added rate, as both raw materials and technical implementation are largely sourced within the country.
