Austrian Court of Audit criticizes heating subsidy system

The Austrian Court of Audit has issued a report criticizing the management of climate-friendly heating subsidies between 2020 and 2024. The report highlights that the system was inefficient and lacked social precision, noting that the complex structure of federal, state, and municipal programs allowed some recipients to claim more than 100 percent of their investment costs.

Auditors identified issues with overlapping funding streams and a lack of predictability, as programs frequently faced sudden stops once funds were exhausted. To address these inefficiencies, the Court of Audit recommended the implementation of a “one-stop-shop” to eliminate duplicate applications and over-funding.

In response to these findings, the SPÖ has announced a new renovation offensive for 2027. This initiative aims to allocate 500 million euros toward thermal renovation and heating replacement, with a focus on greater precision and support for residents of multi-story buildings, lower-income households, and shelters.
