Austrian officials propose pension future fund modeled on Swedish system

In Austria, ÖVP General Secretary Markus Gstöttner has outlined the mechanics of a proposed ‘future fund’ designed to support pension benefits and alleviate pressure on the national treasury. Based on a model proposed by Christian Stocker, the plan suggests investing a portion of dividends from federal holdings—estimated between 600 million and 1.4 billion euros annually—into a fund. Projections based on WIFO growth forecasts suggest that over 30 to 40 years, this could create a capital stock of approximately 100 billion euros, potentially providing 5 billion euros per year for the pension system.

The Swedish pension model is being cited as a successful international precedent for such reforms. Sweden’s system combines a state pension with a capital-funded component and occupational provision, while automatically adjusting the retirement age to reflect rising life expectancy. In Sweden, 18.5 percent of taxable income is allocated to the pension system, with 16 percent going to an income pension recorded in personal accounts and 2.5 percent to a capital-funded premium pension.
