Automation in air traffic control raises safety concerns
The International Civil Aviation Organization (ICAO) is advancing global air traffic management through its Global Air Navigation Plan. This initiative encourages air navigation service providers to modernize communication, navigation, and surveillance systems to handle increasing flight volumes, reduce costs, and lower environmental impacts.
While automation aims to improve operational safety and efficiency, it may introduce new risks. In South Africa, the Air Traffic and Navigation Service has implemented automated technologies to increase airspace capacity. However, data indicates a rise in aviation incidents; during 2021-2022, South Africa reported a 69% increase in general aviation accidents and a 77% increase in incidents compared to the previous year. Additionally, air traffic controllers' reports of incidents and hazards increased significantly during 2023-2024.
