Germany proposes rental law reforms to ease air conditioning installation

German Federal Justice Minister Stefanie Hubig has proposed reforms to rental law to facilitate the installation of air conditioning and sunshades in rental properties. The initiative aims to protect tenants from rising temperatures caused by climate change. While the German Tenants' Association (Deutscher Mieterbund) welcomes the move, the property owners' association Haus und Grund has expressed concerns, suggesting that existing options like mobile cooling units should be utilized instead of new legal mandates.

The demand for air conditioning in German real estate is surging. Data from Kleinanzeigen shows that searches for properties with air conditioning more than tripled in recent months, with a 431 percent increase in searches for rental houses. This trend coincides with rising heat-related health risks; the Robert Koch Institute estimates approximately 12,500 heat-related deaths in Germany for 2026.

Legal precedents are also emerging regarding heat in housing. A Hamburg district court recently upheld a 20 percent rent reduction for a tenant in a building with inadequate summer thermal protection. Additionally, social courts are setting limits on how much job centers can reduce housing subsidies under new regulations, providing potential relief for those on basic social security.
