Avi Loeb, chair of the UAP Science Advisory Council, is advocating for a rigorous scientific distinction between secret human military projects and potential non-human technology. The core challenge in investigating Unidentified Anomalous Phenomena (UAP) is that both classified aircraft and unknown technologies can appear identical to observers lacking access to sensitive data.
Loeb argues that investigators must develop specific tests designed to differentiate between black-budget human engineering and objects that do not conform to known terrestrial capabilities. This approach aims to move beyond speculation by focusing on measurements and data to determine whether an object's behavior can be explained by existing human technology or requires a different explanation.
