Awa Ndoye advocates for public procurement outsourcing in new book

Management specialist and former Secretary General of the UEMOA Court of Auditors, Awa Ndoye, has released a new book titled ‘Externalisation des marchés publics’ (Outsourcing of Public Procurement). The work explores how outsourcing certain technical functions within public procurement can serve as a strategic lever to enhance economic transformation and citizen well-being.

Ndoye argues that public procurement is more than an administrative function; it mobilizes significant resources that dictate the quality and efficiency of public policy implementation. By outsourcing specific operations to specialized structures, she suggests that administrations can focus on core missions, reduce processing delays, increase transparency in contract awards, and improve the overall quality of public spending.

The book, which includes a preface by UEMOA Commission President Abdoulaye Diop, provides a diagnostic of current practices in Senegal and the broader West African Economic and Monetary Union (UEMOA) region. Ndoye emphasizes that the eight UEMOA member states must improve their administration of public procurement to better utilize resources for economic development.
