Ayacucho agricultural projects face stalled progress and unexecuted funds

A selective audit by the Ayacucho Regional Council has identified unexecuted public resources and stalled projects within the Regional Directorate of Agriculture (DRA). Despite the approval of the Regional Agrarian Agenda 2023-2027 over three years ago, several key initiatives show little to no progress.

Specific failures include a rural land titling project in seven districts of La Mar, which has executed only S/18,231 of an S/800,000 budget with 0% physical progress in territorial delimitation. Additionally, a water infrastructure project in the Pampas River basin in Víctor Fajardo has utilized only S/219,197 of its S/1.5 million budget, with zero progress in dike construction or forest planting.

The report also highlights a lack of technical guidelines for the regional agrarian agenda, a concentration of investments in Huamanga, Huanta, and La Mar, and significant shortages in personnel, equipment, and mobility for provincial agencies. The council has recommended evaluating functional responsibilities regarding these investment delays.
