AySA privatization: Consortia bid US$340M and US$285M for water utility

The Argentine government has advanced the privatization of Agua y Saneamientos Argentinos (AySA), the utility responsible for water and sanitation in Buenos Aires and surrounding municipalities. During the opening of economic bids, two consortia presented offers for the 90% stake in the company.

The highest bid of US$340.2 million was submitted by a consortium comprising PHX Aqua, Rowing, Arcos, and Transclor. The second offer, totaling US$285 million, was presented by a group led by Roggio S.A. Both bids fell below the US$450 million target initially expected by the Ministry of Economy.

Under the proposed 30-year concession, the private operator will be responsible for operations and investments, while the state maintains regulatory and supervisory roles. The winning party must execute a 2.89 trillion peso investment plan for the 2027-2031 period. The remaining 10% of the company will be held by employees through a participatory ownership program.
