Azerbaijan Moves from Aid Recipient to Donor, Expands Parliamentary Cooperation with Russia

Azerbaijan declared that it has shifted from being a recipient of humanitarian assistance to becoming a donor country, highlighting its cooperation with the UN Office for the Coordination of Humanitarian Affairs (OCHA) and bilateral aid programmes. The statement was made by Tofig Musayev, Azerbaijan’s Permanent Representative to the UN, during the General Discussion of the 2026 ECOSOC Humanitarian Affairs Segment, and noted ongoing challenges such as refugees, internally displaced persons, widespread destruction, missing persons and mine contamination.

In a separate development, Azerbaijan and Russia reviewed their collaboration in international parliamentary organisations. Parliament Speaker Sahiba Gafarova met with First Deputy Chairman of the Russian Federation Council Andrey Yatskin during his visit for the 24th meeting of the Interparliamentary Cooperation Commission. Both sides underscored the success of the legislative partnership and discussed joint work in bodies such as the Inter‑Parliamentary Union and the CIS Parliamentary Assembly.
