Azerbaijan Chamber of Accounts finds fake diplomas and financial violations

An audit conducted by the Chamber of Accounts into the Quality Assurance Agency in Education (TKTA), which operates under the Ministry of Science and Education, has revealed systemic issues including the discovery of fake diplomas and various financial irregularities.

The performance audit, covering the 2023–2025 period, identified problems in management, legal regulation, financial administration, and institutional development. These deficiencies have reportedly hindered the agency’s effectiveness and financial sustainability.

The report also highlighted risks regarding institutional independence. Specifically, the agency’s subordination to the Ministry and the fact that the head of its executive body chairs the Accreditation Council create potential conflicts of interest. Such structures may limit the agency’s international accreditation capabilities due to non-compliance with local and international independence standards.
