Azerbaijan has established new regulations and tariffs for the special use of water bodies, including the Caspian Sea, rivers, lakes, and groundwater. The authority to issue permits for these activities has been transferred to the Azerbaijan State Water Resources Agency (ADSEA).

The new framework categorizes water use into three types: extraction of water, use of water bodies without extraction, and the discharge of wastewater. These regulations apply to both physical and legal entities engaged in entrepreneurial activities.

Tariffs have been set based on the type of water source and the purpose of use. For industrial purposes, the cost for 10,000 liters of water from the Caspian Sea is 4 qapik, while 1,000 liters from rivers or lakes costs 4 qapik. Groundwater for industrial use is priced at 40 qapik per 1,000 liters. Other rates include 1 qapik per 10,000 liters for agriculture and forestry, and 1 qapik per 100,000 liters for fisheries and aquaculture.
