Azerbaijan officials charged in medical bribery and forgery scheme
The Prosecutor General Office of Azerbaijan has completed a preliminary investigation into a corruption scheme involving the issuance of fraudulent medical documents. The case involves Rüstəm Mikayılov, the director of Seymur-M LLC and chief physician of the General Hospital clinic, and Səmayə Əşrəfova, a former practitioner at Baku City Polyclinic No. 42.
Between 2017 and 2024, the suspects are accused of abusing their positions to accept bribes from numerous individuals. In exchange for these payments, they allegedly provided medical documents certifying temporary loss of work capacity without conducting the required examinations, which subsequently allowed for the payment of benefits.
Mikayılov faces charges including money laundering, abuse of office resulting in serious consequences, repeated bribery by a group of persons, and forgery. Əşrəfova has been charged with abuse of office, repeated bribery, and forgery. Both individuals have been placed under police supervision, and an arrest has been placed on Mikayılov’s property.
