Azerbaijan parliament adopts military and civil servant pension reforms

The Milli Məclis of Azerbaijan has adopted legislative amendments aimed at reforming the pension systems for civil servants and military personnel. The changes focus on implementing a unified insurance principle, transitioning away from systems where pensions were tied directly to previous salaries to a model based on accumulated pension capital and standardized indexation.

Regarding military personnel, the new regulations will replace position-based salaries with rank-based salaries for most members of the Ministry of Defense. Military compensation will now consist of rank-based pay, along with specific additions determined by rank and other fixed factors. Additionally, the minimum salary for officers, ensigns, and midshipmen will not be lower than the average salary of civil servants in Azerbaijan. The legislation also stipulates that military personnel participating in combat operations will receive double their standard monetary allowance during such periods.
