Azerbaijan President signs decree on state extra-budgetary funds

President Ilham Aliyev has signed a decree regulating the use of extra-budgetary funds within targeted budget funds and state-funded organizations in Azerbaijan.

Under the new regulations, extra-budgetary funds from state-funded organizations—excluding the Ministry of Internal Affairs, the State Customs Committee, and the State Tax Service—may only be used to strengthen the social protection of employees who do not hold administrative or auxiliary positions. Any remaining extra-budgetary funds from these organizations must be transferred to the state budget.

The decree establishes specific limits for payments made via these funds: salary additions are capped at 1.0 times the monthly salary per employee per calendar month, while bonuses and other payments are capped at 20 percent of the annual wage fund per calendar year.

The Ministry of Finance has been tasked with submitting proposals to the President within one month regarding the potential abolition of certain targeted budget funds and the improvement of relevant legal acts.
