Azerbaijan Raises Minimum Electronic Money Transfer Limit to 20,000 Manat

Azerbaijan’s Financial Monitoring Service has set a new minimum reporting threshold for electronic money transfers at 20,000 manat (about $11,765) per calendar year. The decision, signed by Zaur Fatizade, Chairman of the Service, requires financial institutions to submit transaction information and documents for transfers meeting or exceeding this amount. The rule, effective 1 October, also obliges entities to report beneficial‑owner details of existing legal‑entity customers by 31 December 2027.

Across Central Asia, digital payments are expanding rapidly. Kazakhstan, the region’s most advanced market, has launched a unified QR‑payment system that processed roughly one million transactions shortly after its July 2026 rollout. Cashless payments now account for the majority of transaction value, with internet and mobile banking handling over 79 % of cashless activity. The shift is seen as a key driver of economic modernization throughout the region.
