Azerbaijan student stipends may increase due to rising transport costs

An increase in student stipends is expected in Azerbaijan following changes to the Baku Metro system. The implementation of a project to separate metro lines has increased transportation expenses for many students, who now frequently require both metro and surface transport to reach their destinations.

Elshad Musayev, Deputy Chairman of the Milli Majlis Labor and Social Policy Committee, stated that the financial difficulties faced by students necessitate considering stipend increases and concessions. He noted that the topic of raising student stipends is expected to be raised during budget discussions, alongside anticipated increases in minimum and average monthly wages and benefits.

Under a presidential decree, student stipends effective September 1, 2025, are set at various levels based on academic performance and degree type, ranging from 110 manat for vocational students to 450 manat for doctoral candidates.
