Bac Ninh Province Advances Plan to Become a Central‑government City

After the Politburo endorsed a resolution on June 20, 2026, Vietnam’s Bac Ninh province has launched a coordinated effort to meet the requirements for conversion to a centrally‑run city. Provincial authorities are finalising the urban master plan, preparing documentation for the Ministry of Construction, and arranging public consultations slated for 12‑July‑2026. The proposal highlights Bac Ninh’s industrial strength – home to multinationals such as Samsung, Amkor, Foxconn and Canon – its strategic logistics position near Gia Binh Airport, National Highway and rail links, and its cultural heritage sites recognised by UNESCO.

The province meets the statutory criteria for a centrally‑controlled city: a population of roughly 3.9 million (well above the 2.5 million threshold), an area of about 4 714 km² (exceeding the minimum 2 500 km²), and a ward‑to‑commune ratio of 33 % (above the required 30 %). Officials aim to secure City‑level status before submitting the dossier to the National Assembly for final approval, which would grant Bac Ninh greater fiscal autonomy and access to targeted development programmes.
