Bac Ninh province aims for full digital governance of all state‑owned enterprises by 2030

The northern Vietnamese province of Bac Ninh has set a goal that, by 2030, every state‑owned enterprise (SOE) will operate under modern digital corporate‑governance platforms. The plan calls for a sector‑by‑sector restructuring, streamlined organisational structures and a stronger state role in public services, infrastructure and essential services where private investment is limited.

Bac Ninh will manage land and natural resources transparently, build modern strategic infrastructure—including transport, irrigation, digital and urban networks—to meet the standards of major cities and become a centrally governed urban centre. Public credit institutions will be upgraded to the forefront of technology, public services will be further socialised, and units will be rationalised. The province will consider capital contributions for firms in science, technology and digital transformation, and will issue detailed restructuring road‑maps with clear timelines and targets.

Weak SOEs will be addressed urgently, with deficit firms examined for possible bankruptcy or restructuring to avoid prolonged losses. Human‑resource quality will be enhanced through competitive remuneration for leaders and specialists, and public‑private partnerships will be encouraged in artificial‑intelligence and advanced digital technologies.
