Bachir Fofana files complaint with Senegal's OFNAC over 37 bn CFA ASER fraud case

Senegalese journalist and author Bachir Fofana has lodged a formal complaint with the Office National de Lutte contre la Corruption (OFNAC) after publishing a book that alleges massive misappropriation of about 37 billion CFA francs linked to a rural electrification contract between the Agence sénégalaise d’électrification rurale (ASER) and the Spanish firm AEE Power EPC. The book, titled “Aveux signés, datés et envoyés – ASER/AEE Power EPC: lumière sur 37 milliards dans les ténèbres,” cites administrative documents, correspondence and judicial decisions showing that roughly 30 billion CFA disappeared within 48 days after state disbursement, with the AEE Power EPC account at Banco Santander dropping sharply.

Fofana filed the complaint on 22 June 2026, calling for a thorough investigation and visited Birahime Seck, OFNAC vice‑president, to underscore his “citizen duty.” The financial prosecutor’s office, which began probing the case in October 2025, has already attached two earlier complaints to the investigation. No official conclusions have been reached, and the presumption of innocence remains in force as the inquiry proceeds.
